Reverend Jill Martinez has spent her entire life in service to the people of California, most of it as a tireless advocate for affordable housing and providing leadership to raise millions of dollars for community service activities. Jill was ordained as a Presbyterian minister in 1984 by the Santa Barbara Presbytery and she requested to be removed from active status as of January 1, 2006 to run for this Congressional seat. She is a strong supporter of separation of church and state.

From 1989 to the present, Jill has worked continuously in fundraising, program development, project coordination, and tenant services in Santa Barbara, San Diego, and Ventura Counties. In Santa Barbara Jill worked with Peoples’ Self-Help Housing, first as its Area Manager and then as a consultant. In Ventura, she was the Deputy Director of the Area Housing Authority. In San Diego, Jill related to mission projects in Imperial and San Diego counties, and in Baja California, Mexico. In that position, she coordinated the efforts of hundreds of volunteers and was responsible for affordable housing mission projects and an orphanage in Mexico. Jill helped to provide community services for the poor, homeless and military families in crisis.

Prior to beginning her work in affordable housing, she held an administrative position at California State University--Stanislaus and as adjunct faculty, taught Professional Ethics there for the MBA program. She also served as Chaplain for the Stockton Police Department and through the Council for the Spanish Speaking, co-hosted the television program, "La Voz de la Raza" for the ABC-TV affiliate, Stockton/Sacramento.

Over the years, Jill has held a number of leadership positions in a variety of community service and church-related activities. Included among these are serving as a member of the Governing Board of the National Council of Churches, a board member of the Santa Barbara Neighborhood Clinics where she helped to raise $2.7 Million to build an East Side Clinic. Jill was a member of the statewide Community Advisory Council of a major financial services institution, a board member of The Fund for Santa Barbara, Vice President of the Confederation of Mexican-Americans in Stockton, and Vice President of the Association of Hispanic Administrators of the Presbyterian Church (USA). Jill was one of four candidates nominated to become Moderator of the 212th General Assembly of the Presbyterian Church (U.S.A.), a top national position in the denomination. Additionally, Jill served on a Democratic Central Committee; was a presenter and participant at numerous national and international social and political programs across the United States as well as in Mexico, South America, and Europe; and frequently shares her work in cross-cultural dynamics in strategic planning.

Jill is a graduate of the University of Hawaii with a Bachelor of Arts degree in Sociology, and also holds a Master of Divinity degree from the San Francisco Theological Seminary. Her extensive graduate work towards a Doctorate of Ministry degree at the same seminary, focused on the “Mestizaje” process, examining the processes by which people of different cultures come together to form new cultural identities, impacting societal cultural patterns.
