| Info | Len Munsil is President and General Counsel for The Center for Arizona Policy, a nonprofit public policy organization associated with Focus on the Family. He has presided over CAP's rapid growth into one of the largest and most powerful state public policy organizations in the United States, with a staff of more than a dozen and a 2004 budget of 1.5 million.
As CAP President, he implements its mission of influencing the culture on behalf of traditional families through policy, the media and equipping people of faith. CAP has drafted or lobbied 32 new pro-family laws since its first appearance at the State Capitol in 1996, including parental consent for abortion and a ban on partial-birth abortion, elimination of the marriage tax penalty and protection of children from internet pornography. Munsil personally drafted seven of those laws, including a prohibition on same sex marriage, a law requiring closure of sex clubs at 1 a.m. and a law creating covenant marriage. He makes hundreds of media appearances and speaks to thousands of Arizonans through public appearances annually. His daily radio commentaries are heard dozens of times each day on radio stations throughout Arizona by thousands of listeners. He writes monthly church bulletin inserts used by more than 300 churches throughout the state and his e-mail updates reach thousands of Arizonans each week.
From 1991-1997 he served as Executive Director and General Counsel for National Family Legal Foundation (now Community Defense Counsel), a nonprofit organization that provides legal assistance to attorneys, communities and citizens across America who are fighting pornography. He trained thousands of law enforcement officials and community leaders in dozens of states to legally combat obscenity, child pornography and sexually oriented businesses, has testified at numerous state legislative hearings and has represented national organizations with amicus curiae briefs in key cases before the United States Supreme Court. He drafted the Erie, Pennsylvania, ordinance banning nude dancing recently upheld by the United States Supreme Court. Mr. Munsil is the author of Protecting Communities from Sexually Oriented Businesses (1996) and co-author of The Preparation and Trial of an Obscenity Case: A Guide for the Prosecuting Attorney (1989). Both books are used by prosecutors and city attorneys nationwide to combat illegal pornography. He is also co-author of a law review article examining the Arizona Constitution, The Double Threat of Judicial Activism: Inventing New "Rights" in State Constitutions, 21 Ariz.St.L.J. 1005 (1990).
Mr. Munsil's other activities include: appointed by Arizona's governor to the state Juvenile Justice Advisory Council; former Adjunct Professor of Ethics at Southwestern College; Founder and former President, Arizona Lawyers Division, The Federalist Society; and former Chairman, Board of Elders, Scottsdale Baptist Church. He is currently a member of the Board of Advisors for the Presidential Prayer Team. He is past recipient of the Family Advocate Award from Community Defense Council, and state leader of the year award from American Family Association.
He is an Arizona native and third-generation Arizonan, graduating from Scottsdale High School and Arizona State University. At ASU, he served as Editor of the university's daily newspaper where he hired and supervised 40 paid student employees. He received numerous scholarships and writing awards, including being selected Rocky Mountain Collegiate Press Association Journalist of the Year in 1983 by winning a live, 6-hour writing competition against hundreds of collegiate journalists from 15 states. He was also selected Outstanding Journalism Graduate of the Walter Cronkite School of Journalism/Telecommunications at ASU in 1985. From 1981 to 1985 he was a professional sportswriter for the Scottsdale Daily Progress (now Tribune).
In law school he excelled in the study of First Amendment law and ethics. He clerked for Judge Daniel Manion of the United States Court of Appeals for the Seventh Circuit in Chicago from 1989-1991.
Mr. Munsil and his wife, Tracy, have eight children. Tracy is a summa cum laude graduate of ASU and holds a Master's Degree in Political Science. She is also an Outstanding Journalism Graduate of the Walter Cronkite School at ASU, has served as a journalist in Washington D.C. and as a political media consultant to legislative candidates. She has served as Director of Research and Publications for The Center for Arizona Policy, and was editor of Arizona Citizen from 1993 to 2002. She has educated all eight of the children at home. The three oldest now attend Scottsdale Christian Academy for high school.
