David was previously vice president and general manager of the Virginia office of Chicago-based R.R. Donnelley. This was preceded by a more than decade-long career in association management. As CEO of the Tire Industry Association, David was widely recognized for his success as he "reworked it, renamed it, revitalized it, reshaped it and transformed it into a world-class organization."

He also served as CEO of the Computer Leasing and Remarketing Association, and the Uniform and Textile Service Association and as vice president of government and legal affairs and deputy general counsel for the Electronic Industries Association.

Prior to that, he was chief of staff and counsel to then Representative, now Senate Minority Whip Richard J. Durbin of Illinois and legislative director and chief counsel to the late U.S. Senator Terry Sanford, whose campaign for the Senate David ran in 1986.

David is a member of the American Bar Association, the District of Columbia Bar, the Virginia State Bar, the U.S. Court of Appeals for the Armed Forces Bar, the U.S. Supreme Court Bar, the Loudoun County Chamber of Commerce, and the U.S. Chamber of Commerce.
