Lynch was notoriously anti-Byrd Machine in an era where the Byrd Machine dominated Virginia politics. Because of that, it's quite understandable that he was in a primary basically every time he ran for office. He also argued (rightly so) that the growing Northern Virginia area, Fairfax County in particular, deserved more representation in the General Assembly and stormed out of the redistricting special session and basically told off the machine on his way out. it may also be due to its ancestral democratic nature. just looking at how it trended from 2015 to 2019, it saw a signficant rightwards swing towards matt bevin, and it may be that there were protest votes against beshear in this county from voters who arent quite fully republican voters (maybe still vote locally blue)

it looks like republicans will take the lead in registered voters within the next few days. democrats currently have 2 more registered democrats than republicans in liberty county despite the county not voting for a democrat for president since 1980.

Yes, it's him. Age and education matches up . He was a law student at Georgetown around that time and actually grew up in NOVA before moving down to Richmond. [Link]
