Labour has held the Carlisle seat since the 1960s. Eric Martlew, a former local councillor, has been the MP since 1987. He won a majority of 5,695 in 2005, but said he would stand down at this election.
At the election, Carlisle gains two wards, Stanwix Urban and Wetheral, from the neighbouring constituency of Penrith and the Border.

Carlisle is a predominantly urban constituency in the north west of England, close to the Scottish border. It comprises the city itself, as well as outlying villages including Dalston and Wetheral.

The city's manufacturing industry includes food production and tyre making. Tourism is also important with much historical interest attached to the city's Roman heritage, notably Hadrian's Wall. The headquarters of the Eddie Stobart haulage company is also here.

Carlisle's position has also ensured its growth as a communication centre, firstly as a railway centre with the main West Coast line from London to Glasgow and the scenic Carlisle to Settle railway, and secondly as the crossing point of the M6/A74 north-south motorway and A69 east-west trunk road.

The city was damaged by severe flooding in 2005 and is undergoing significant repair and redevelopment.

Demographically, the population is almost entirely white British, with about 20% of people living in social housing.
