Before 1979, Bolton North East, formerly Bolton East, was a national weathervane seat: the party that won there also won the general election. In 1979, Labour held on despite the first Thatcher victory, but after that the seat was Conservative from 1983 to 1997. In 1997, Labour's David Crausby took control and has remained MP ever since, although his majority halved from between 2001 and 2005 to just over 4,000.
At the election, the seat gains two wards from Bolton South East and one from Bolton West in exchange for a part-ward to each of those seats.

Bolton is an industrial town in the northwest quadrant of Greater Manchester. To the west lies Wigan, and Darwen is situated immediately to the north. Bolton North East contains roughly half the towns urban area, along with several suburban wards that are home to affluent private housing estates. In the northern and eastern extremes of the seat the land is more rural in character.

The town itself does suffer from problems associated with deprivation, including unemployment, but there are several regeneration projects planned over the next decade.

About a quarter of the workforce is employed in manufacturing, dominated by building products, engineering, paper and printing.
