The seat has been held since its creation in 1997 by the former Conservative cabinet member Peter Lilley, who increased his majority to just under 11,400 votes in 2005.
At the election, boundary changes mean that the seat gains the part-wards of Graveley and Wymondley from North East Hertfordshire, and Sandridge from St Albans. It loses its part-wards of Letchworth Wilbury to North East Hertfordshire, and Marshalswick North to St Albans. This Hertfordshire constituency is made up of the towns of Hitchin and Harpenden, and the many surrounding villages.
Harpenden is close to the M1 motorway and Hitchin is close to the A1, both benefitting economically from these good transport links. There is, however, no other easy or obvious link, particularly as the journey from one end of the constituency to the other is difficult, involving for the main part, minor roads.
Many of the inhabitants of Harpenden commute via St Pancras International, (which now has a Eurostar terminal) into London, although some employment can also be found in the adjoining towns of Stevenage, Letchworth and Luton. Hitchin is the more socially diverse of the two towns and, with its old market town roots, is the more self-sufficient and self-contained.
