The seat is newly created, largely from the old constituency of West Chelmsford.

The area has been held by the Conservatives since 1950. Norman St John-Stevas was the MP from 1964 to 1987, when he was succeeded by Simon Burns, who had a majority of 9,620 votes in 2005.

The constituency contains the whole of the urban area of Chelmsford Borough.

Chelmsford is a prosperous retail, administrative and manufacturing centre. It is the county town of Essex and includes the headquarters of the district council and Essex County Council, along with those of Essex Police and the area's crown court. It is also the home of the county cricket team and Anglia Ruskin University. The council has developed an ambitious town centre area action plan for further development.
