Labour's Jeff Rooker won the seat in 1974, and with subsequent boundary changes, built a majority to 18,957 in 1997.

He was replaced on his retirement before the 2001 general election by Khalid Mahmood, who was returned in 2005 with a 7,948-vote majority.

At the election, re-drawn constituency boundaries see the seat gain parts of Oscott and Lozells and East Handsworth wards, to bring them fully within the constituency, but surrender parts of Aston, taking a section out of its bottom right-hand corner, and Kingstanding. Birmingham Perry Barr is a constituency to the northwest of the city.

Birmingham Perry Barr is a seat of two distinct parts: overall the constituency is characterised by leafy suburbs, especially in Oscott and Lib Dem Perry Bar, but the Handsworth wards have inner-city features and pockets of council development.

The main areas of employment are manufacturing and public administration, education and health. By far the largest local employer is Birmingham City University (formerly University of Central England), which employs over 4,000 people and is based in the constituency.

The Heart of Birmingham Primary Care Trust serves all the wards in the constituency.
