| Description |
The Provisional Confederate Congress agreed upon a new constitution. On 2/9/1861, each state with Representatives on the floor was granted a single vote: AL, FL, GA, LA, MS, SC, and VA. No Texas delegates had taken office, so it lost its vote. North Carolina had delegates present but had not seceded from the United States so was not granted a vote.
