If Part I of the status referendum ends in a 'no' vote, Part II will become significant. If a choice receives a majority, the Puerto Rican government will attempt to act on it.

Independence signifies a desire for full independence similar to Cuba or the Philippines.
Free Association signifies a desire for independence with close military, postal, and migration relations with the United States similar to the Marshall Islands, Micronesia, and Palau.
