Description |
Prime Minister Hashimoto resigned to take responsibility for the LDP's loss in the 1998 upper house elections. His successor as LDP leader, Keizo Obuchi, won the lower house vote 268-164 but lost the upper house vote in a runoff. Obuchi led Naoto Kan 103-98 after the first round of voting in the upper house, but a runoff saw virtually a full shift of support from losing candidates to Kan, giving him a 142-103 victory.
The Japanese constitution states that if both houses are split as to who to elect prime minister, the wishes of the lower house must be respected.
