Description Congressman Lane Evans had won the nomination to seek a 13th term in Congress. He then announced he would drop out of the race a few weeks later.

So the Democrats had no candidate. After weeks of debate and people calling for a special primary election the State Central Committeeman Don Johnston called for a special primary where only precinct committeeman could vote. Each precinct committeeman could cast a weighted vote which was the total vote cast in their precinct during the primary.

Rock Island County Democratic Party Chairman John Gianulis was accused for trying to stack the precincts with potential Hare supporters by appointing precinct committeeman to vacant seats. Johnston then declared that only "elected" precinct committeeman could vote.

Then on June 6, 2006 they voted and nominated Phil Hare for U.S. Congress.
