Special election to fill the vacancy occasioned by the death of William C. Hammer on 9/26/1930.
Republican nomination
The Republican district executive committee met on 10/2/1930 and nominated Spencer by acclamation; he was already the nominee for the two-year term (Charlotte Observer, 10/3/1930).
Democratic nomination
The Democratic district executive committee met on 10/3/1930. Rep. Hammer had been the party's nominee in the general election. The committee first nominated his widow, but she declined to run (she was the editor of the Asheboro Courier). The committee then nominated James for the special election. Scotland County Democrats had complained that the county had never been represented in the US House and it was their turn (Greensboro Daily News, 10/4/1930).
