FEC Finance Report/Committee Add/Edit

Ability to add or edit a FEC finance report and FEC committee.

Especially since the Senate still doesn't have to file electronic finance reports.

Adding a FEC committee id on the Race Member page where the id doesn't match one in the system will create a new blank FEC committee with that id instead of dropping the info. (Please only add actual committee ids here)

Clicking the Cash On Hand number on the Race page will take you to the FEC Committee page. From there you can edit the Committee information, select Add on the Finance Report header to add a new finance report, or click on the time period to edit an existing finance report.
