Add "Against Candidate" field for Ads

Add a field, similar to the "By/For Candidate" to mark who the ad is against.

This obviously isn't relevant to all ads, but negative ads are a notoriously significant aspect of political advertising, and who they are against is often much more relevant to the nature of the ad.

Also, with SuperPACs becoming more important, I expect we'll continue to see more ads specifically against a candidate without supporting any candidate in primaries. We've already had multiple "Anyone but Paul" ads in the GOP primaries over some of his views.
