DescriptionBaton Rouge -- As of Aug. 1, police will be able to tow the vehicles of drivers who cannot show proof of insurance on a first offense, under a bill signed by Gov. Bobby Jindal . Jindal's office said he has signed into law House Bill 1053 by Rep. Ray Garofalo, R-Meraux, that repeals the ban on impounding first-time offenders' vehicles that has been in place for five years.
