Peter Koo, one of only a handful of Republicans in the 51-member New York City Council, is set to announce on Monday that he is switching parties, to become a Democrat, according to people briefed on his decision.

Mr. Koo, who was elected in 2009 from the Queens district previously represented by Comptroller John C. Liu, is said to have been considering a switch for at least a year.
