DescriptionConfused by what comes after the dueling deficit plans by President Barack Obama and Rep. Paul Ryan? Not sure whether to follow the bipartisan deficit talks led by Vice President Joe Biden, the bipartisan “Gang of Six” talks, or the budget resolution being written by Sen. Kent Conrad, who’s also in the “Gang of Six”?

Ryan has made front page news with his plans for Medicare and Medicaid. But that’s not the same thing as making progress. The House Budget Committee chairman has waded into the muddiest swamp of Washington politics, and most observers figure his plan is going to get stuck there.

Here’s the bottom line: Nothing big is going to happen on the major health entitlement programs — Medicare and Medicaid — until after the 2012 elections, if then.

It could happen after that — but it won’t look that much like the Ryan plan, or even the Obama plan. Instead, look for a deal that nods to both. Believe it or not, deficit hawks say, it can be done.
