Description | When St. Paul Mayor Randy Kelly goes public this week with his latest baseball stadium plan, he'll be venturing into a rocky political landscape that has changed considerably since his ballpark quest two years ago.
In fact, the sands are shifting daily — in ways that both help and hinder stadium backers. A divided City Council that a week ago appeared willing to pass a resolution thwarting Kelly's stadium effort was on Monday kicking around a compromise measure that would at least allow the mayor's plan to move forward.
