Description | Presiding over the U.S. Senate probably isn't easy, what with the various legislative procedures and rules of order and whatnot. And the task proved especially difficult for Sen. Roland Burris on Wednesday as he tried to manage the debate while seeming not to completely understand how the whole process works.
In this C-SPAN2 clip, you can hear Burris getting some help — via whispers — from those around him.
"The motion to refer is inconsistent with cloture," says one woman off-camera.
Finally, Sen. Harry Reid had had enough. "Can we have order in the Senate? Sen. [Judd] Gregg wishes to be heard." |
