Why impose Medicare surtax on interest and dividends?

Description | When my husband and I moved to Missouri in 1979, we brought with us two brand-new law degrees and belongings that fit in our Pinto station wagon. What we have accrued in the last thirty years is because we saved much of what we earned.
How, then, are the dividends and interest we now receive “unearned” income? . . . .
Why should interest and dividends be subject to a Medicare surtax of 3.8% to finance the new health care legislation? Wasn’t this income already taxed for Medicare when we received it as salary?
I’m retired now, and no longer earn a salary. I never expected to pay a surtax for Medicare on the money I had saved for my retirement.
