The politics of the 1990s is living anew in this decade, I am sick of it, and I want it thrown out.

During the early 1990s, with its economic slowdown, Indiana continued to expand government and government spending. It did so without a tax increase, or at least a "stated" increase at the state level. This feat enabled former Gov. Evan Bayh to say, "I didn't raise your taxes." However, there was a price to pay: The spending was painful at the local level. Mandates and other programs whether good or bad were picked up and paid for at the local property tax level
