Description | Voting 3-2, the Dallas County Commissioners Court today authorized the county heath department to distribute condoms, free of charge, in hope of preventing HIV infections and other sexually transmitted diseases.
The Dallas County Department of Health and Human Services will especially target "high-risk" people for condom distribution, as it had previously done until the mid-1990s, when the Commissioners Court then outlawed free condom distribution.
Judge Jim Foster joined commissioners John Wiley Price and Maurine Dickey in voting to approve the policy. Commissioners Kenneth Mayfield and Mike Cantrell voted against it.
"What we want to address is prevention," Foster said. "An obstacle to doing that has been removed." |
