DescriptionChris Bell, the unsuccessful Democratic nominee for governor two years ago, will run for the District 17 state Senate seat recently vacated by Republican Kyle Janek.

"It seems like a good fit and a winnable opportunity," said Bell, a former congressman and city councilman from Houston. He plans a formal announcement in Houston on Sunday.

The district, which includes parts of Harris and five nearby counties, has been in Republican hands. And three Houston Republicans — businessman Austen Furse, former judge Joan Huffman and lawyer Grant Harpold — already are running.

The special election will be held the same day as the Nov. 4 general election. All candidates, regardless of party affiliation, will run on one ballot.

Bell said he represented much of the district in the U.S. House.

The open seat, he said, offers an "opportunity to work on the issues that I have been talking about and thinking about for a long time," including improvements in the public schools, better access to health care and ethics reform.

Bell finished second in a five-candidate race for governor in 2006. Gov. Rick Perry won with 39 percent of the vote in a field that also included two independent candidates and a Libertarian.

A recent poll commissioned by Texans for Insurance Reform, a trial lawyer-backed political action committee, indicated the Senate district has become more Democratic.
