DescriptionPresident George W. Bush is accusing Democrats of wasting time by passing a new bill to expand a children's health coverage program that's little changed from an earlier version.

The bill calls for a $35 billion increase to the State Children's Health Insurance Program that congressional officials said will add about 4 million children to the program who don't now have health insurance.

Bush vetoed the first version and has promised to do the same with the new one. It passed the House with less than the two-thirds majority that would be needed for an override.

"After I vetoed their last SCHIP bill, I designated members of my administration to work with Congress to find common ground. Congressional leaders never met with them," Bush said. "Instead, the House once again passed a bill that they knew would not become law. And incredibly enough, the Senate will take up the same bill next week, which wastes valuable time.

Speaking at the White House, Bush said Congress needs to get other "essential work" done. Noting that Congress has not approved any of the spending bills needed to keep the government running, he said lawmakers should not be proud of their record.

He also complained that the Senate has not yet confirmed Michael Mukasey as attorney general and scolded Congress for failing to approve more money for Iraq and Afghanistan.
