DescriptionFlexing a bit of gubernatorial muscle, Arizona Secretary of State Jan Brewer declared a state of emergency Tuesday for Santa Cruz County.

The Nogales area has been hard-hit by heavy rains in recent days. Damage to an underground drainage system could cause millions of gallons of raw sewage to spill into the Santa Cruz River if the damage isn't repaired before additional storms hit.

Besides the environmental stakes, what piqued The Insider's interest was Brewer's declaration as acting governor. It's the position given to the secretary of state by the state Constitution whenever the governor is out of state. Gov. Janet Napolitano is vacationing in Italy this week.

But Napolitano has long maintained that modern technology - mobile phones, fax machines and the like - allow her to act as governor even when she's far from the copper dome. And Brewer has never before invoked such authority as acting governor.
