Description | Challengers to N.C. House Speaker Jim Black and U.S. Rep. Robin Hayes conceded Wednesday, ending two of this year's closest elections after three weeks of recounts and questions about voting irregularities.
Democrat Larry Kissell conceded to Hayes, R-N.C., of Concord, after he picked up two votes during a partial recount in five counties Wednesday -- not enough to force a full manual recount in the congressional race. The recount results left Hayes with a 327-vote lead.
