Former state Rep. Bonnie Ladwig on Wednesday became the first Republican charged in the Capitol scandal to be convicted.

Under a plea agreement announced in Dane County Circuit Court, Ladwig, 66, of Racine, will be required to testify against Rep. Scott Jensen, former Rep. Steve Foti and former Foti aide Sherry Schultz, all awaiting trial in February.

But Foti's lawyer, Franklyn Gimbel, said that he doesn't believe Ladwig's testimony will present any problems to his client.

"This is not a who-done-it case," Gimbel said. "I don't think that the behavior that's charged in this case is really being contested. It's just whether it's legal or not."

Foti, the former GOP Assembly majority leader, had been in discussions several months ago about a plea agreement with Dane County District Attorney Brian Blanchard to his charge of felony misconduct. But Gimbel said those talks have long since broken off.

Ladwig, the former GOP Assembly assistant majority leader, pleaded guilty to one misdemeanor ethics violation. While Ladwig faces up to a year in jail and a $5,000 fine, Blanchard said that he'll ask Dane County Circuit Judge Steven Ebert to fine her $1,000 when he sentences her in March.
