As an intern in the Capitol Hill office of a congressman, Charles E. Schumer, he knew he wanted to be a congressman himself - an intention hatched in college - but he did not know where to start. Should he move to Florida, go to law school and then run for office there, counting on support from New Yorkers who had moved there and calculating that new House seats would be created there after the 1990 census?
