Description | "THE $400 billion plan on one of the most contentious issues before Congress, reached after extensive negotiations between Republicans and Democrats, would expand the role of private health care companies in caring for Americans older than 65. But the plan explicitly rejects the White House’s goal of using better drug benefits as an inducement for Medicare patients to enter private health plans, and it would guarantee that the government would step in to help patients in any part of the country where managed care or private insurance for drugs proved scarce."
