Prospects for quick congressional approval of a 2005 federal budget dimmed on Thursday as rebellious members of President Bush's own party pushed for limits on his tax-cuts. Some Republicans in both houses, concerned about the record fiscal deficit, want the budget to include rules requiring that tax-cut costs are paid for with other savings. The cuts are at the very heart of Bush's election-year economic message, and he was hoping to make permanent several that would otherwise expire over the next several years. But the Congressional Budget Office estimates it would cost about $1.3 trillion over 10 years to permanently entrench the personal and corporate tax breaks.
