DescriptionOverview
The Commonwealth Court of Pennsylvania, is one of two state intermediate-
level appellate courts, located in Harrisburg, PA. The Superior Court of
Pennsylvania is the other appellate court in the Pennsylvania Unified Judicial
System. The jurisdiction of the nine-judge Commonwealth Court is limited to
appeals from final orders of certain state agencies and certain designated
cases from the Courts of Common Pleas. The Commonwealth Court also
functions as a trial court in some civil suits, including cases that involve the
state or its officers as parties, and cases regarding statewide elections.

The Commonwealth Court Act of 1970 provided for a court of seven judges,
elected to 10-year terms. In 1980 an amendment to the Judicial Code
increased the number of judges to nine.

Under statute, judges gain seniority by length of continuous service on the
Court, elected judges receiving seniority over those serving by appointment.
Judges elected or appointed together determine seniority by lot.
The president judge is chosen by election of the Court to serve a 5-year term.
