Description Philadelphia City Council
The Council shall consist of seventeen members, of whom ten shall be elected from districts and
seven from the City at large. The terms of councilmen shall be four years from the first Monday of
January following the year in which they were elected except that a councilman elected to fill a
vacancy shall serve only for the balance of the unexpired term.

Each voter shall have the right to vote for one district councilman and for five councilmen-at-large.
To this end not more than five candidates for councilmen-at-large shall be nominated by any party
or other political body. Should a vacancy occur in the office of any councilman, the President of the
Council shall issue a writ of election to the board of elections having jurisdiction over elections in
the City for a special election to fill the vacancy for the balance of the unexpired term, which election
shall be held on a date specified in the writ, but not less than thirty days after its issuance. The
President of Council may fix as the date of the special election, the date of the next primary,
municipal or general election.

The Council shall meet for organization at 10 o’clock a.m., on the first Monday of January following
its election, at which time it shall elect a president from among its members and a chief clerk who
shall not be a member. The chief clerk shall be the secretary of the Council. In the event of the
President’s absence, the Council shall elect from among its members a president pro tempore.
