Description |
The President appoints the Prime Minister after the result of a general election is known. The Prime Minister serves at the President's whim.
The function of the Prime Minister per Article 52 of Tanzania's Constitution [Link] is rather opaque. He is considered the "Leader of Government Business" in the Parliament, which entails providing facilities for parliamentarians to debate all matters, and he is granted the right to supervise seven minor sectors and sub-sectors of government, which includes the press office.
He has no say on the appointment of members to the President's Council of Ministers, and is, in fact, just one (somewhat minor) member within the Council.
The Prime Minister is only permitted to preside over a cabinet meeting if both the President and his Vice President are absent.
