| Info | Richard E. Neal was born in Massachusetts on February 14,1949, and was raised and educated in the City of Springfield, Massachusetts. He is a 1972 graduate of American International ColIege, where be received his Bachelor's Degree in Political Science and was a member of the National Honor Society. He received his Master's Degree in Public Administration from the Barney School of Business and Public Administration at the University of Hartford in 1976.
Mr. Neal began his public service career in 1973 as an Assistant to Springfield Mayor William C. Sullivan. In I978 he was elected to the Springfield City Council and served as President of the Council in 1979. While serving as a City Councilor, Mr. Neal taught history and government at Cathedral High School in Springfield and was an instructor at Springfield Technical Community College, American International College, Springfield College, and the Graduate School of Business at Western New England College. In 1990 he received an honorary doctorate degree from American International College.
As Mayor of the City of Springfield from 1984 - 1989, Mr. Neal was a dynamic and determined leader who combined creativity and pragmatism in developing economic, cultural and public works projects across the community. During his tenure as Mayor, new economic development and private investment exceeded $400 million, including the $110 million 28-story Monarch Place complex and a host of other downtown rehabilitation and neighborhood revitalization projects. Recognized nationally for his accomplishments as Mayor, Boston Magazine called him a "Face to Watch" in 1986. Newsweek magazine highlighted his many accomplishments as Mayor in a 1987 feature.
Richard Neal was first elected to the U.S. House of Representatives in 1988. Neal was appointed to serve as a member of the powerful Ways and Means Committee, where he continues to play an active role in creating policies relating to taxation, trade, welfare, health care, pensions, Medicare and Social Security. He has sponsored legislation that would increase the national savings rate and encourage the use of individual retirement accounts. He has worked to make health care and tuition expenses tax deductible for middle-class people. He is currently a member of the Ways and Means Subcommittees on Trade and Select Revenue Measures.
Since 1992, Congressman NeaI has served in a leadership position within the House of Representatives as an At-Large Democratic Whip. In the 104th Congress was the Co-Chairman of the Democratic Task Force on Welfare Reform. In the 105th Congress, Neal became a Co-Chairman of the New England Congressional Caucus where he continues to represent the 23 Members of Congress from throughout the region. Neal serves as a Co-Chairman of the Ad Hoc Committee on Irish Affairs and in 1997 and 1998 he was recognized by Irish America Magazine as one of the Top 100 Irish Americans of the Year. He was named the 1999 Recipient of the Ambassador's Award by the Saint Patrick's Committee of Holyoke, Massachusetts. In March 2002 Neal was awarded the International Leadership Award by the American Ireland Fund for his work in Congress to bring peace and justice to Northern Ireland.
Congressman Neal has been honored by the governments of Ireland, Israel and Italy. He has been recognized for his leadership and innovation by many civic, charitable, educational and labor organizations. He is a past-President of the Massachusetts Mayors Association and the American International College Alumni Association, a Corporator of Springfield College and American International College, a Trustee of the John Fitzgerald Kennedy Library in Boston as well as the Naismith Memorial Basketball Hall of Fame in Springfield, and is on the Board of Directors and a lifetime member of the Springfield Boys Club. He lectures part-time at the University of Massachusetts in Amherst.
Richard Neal and his wife Maureen reside in Springfield, Massachusetts where they have four children: Rory, Brendan, Maura and Sean.
