InfoNewly appointed U.S. Ambassador to the Kingdom of Cambodia, Charles A. Ray, arrived in Phnom Penh, Thursday, December 26, 2002. Ambassador Ray was confirmed by the White House on November 12, 2002 and sworn-in by Secretary of State Colin Powell on December 2, 2002 as the United States Ambassador Extraordinary and Plenipotentiary to Cambodia.

Ambassador Ray entered the Department of State in 1982 and served in Guangzhou and Shenyang, People’s Republic of China; Chiang Mai, Thailand; Freetown, Sierra Leone; and Ho Chi Minh City, Vietnam.

He served in the Department of State Political Military Affairs Bureau, and, prior to arriving in Cambodia, attended the Senior Seminar at the Department of State National Foreign Affairs Training Center. Prior to entering the Department of State, Ambassador Ray served in the United States Army for twenty years and retired with the rank of Major in 1982.

In addition to attending the Senior Seminar, Ambassador Ray studied at the National Defense University in Washington, D.C. from 1996-97. He received his Masters of Science degree at the University of Southern California in Los Angeles and an undergraduate degree at Benedictine College in Atchison, Kansas in 1972.

Ambassador Ray is the recipient of the Department of State’s Superior Honor Award and Meritorious Honor Award, as well as the Thomas Jefferson Award from American Citizens Abroad. During his service in the United States Army, he was awarded two Bronze Star Medals with one Oak Leaf Cluster in 1969 and 1973. Additionally, he was awarded the Defense Meritorious Service Medal in 1982, the Joint Service Commendation Medal in 1981 and 1982, and the Army Commendation Medal in 1979.

Ambassador Ray is married to Mrs. Myung Wook Ray. They have four grown children: two sons and two daughters.
