The Office of Consumer Affairs was created by Executive Order signed by Mayor Street on May 13, 2003.

Mr. Haver is a long time consumer advocate, beginning his professional career with the Consumers Education & Protective Association (CEPA), one of the area's leading consumer advocacy organizations, in 1978. After serving as a Consumer Organizer there for two (2) years, he worked as an environmental organizer for Dr. Barry Commoner's Citizens' campaign in Washington, DC. Returning to Philadelphia and CEPA in 1981, Mr. Haver served as a Consumer Advocate from 1981 to 1989 and Executive Director from 1989 to 2000. Mr. Haver is currently the managing partner of the Phoenix Foods, the first inner city fish and hydroponic farm. He has also served as a news analyst for KYW and TV 48 and has been published in the Inquirer, the Daily News, the Philadelphia Sunday Sun, and Building Economic Alternatives.

Mr. Haver is a 1978 graduate of Hampshire College (B.S.) and has studied Consumer Leadership Training and Emerging Consumer Issues at the Consumers Education & Protective Association.
