Foy served as an Assemblyman from 1984 to 1990, and as a State Senator from 1990 to 1992. He had served as General Counsel to the state AFL-CIO, as Deputy Political Director of Jim Florio's campaign for Governor, and as a Burlington Township Councilman from 1975 to 1978.
