Infoohn Moore was elected Lt. Governor as the running mate of Governor Kathleen Sebelius on November 5, 2002 and assumed office on January 13, 2003.

John was the Secretary of Commerce until September 1, 2004 when he stepped aside to become the state’s first fulltime Lieutenant Governor.

While Secretary of Commerce, Moore headed the Prosperity Summit process in which over 2,000 Kansans throughout the state participated. This process was key to developing the Economic Revitalization Act and the Economic Growth Act which were enacted into law in 2004. The 2004 legislative session has been called by many the most important session for economic development in decades.

Moore is past chairman of the Kansas Chamber of Commerce and Industry. He is also a past chairman of both Kansas, Inc. and Kansas Technology Enterprise Corporation (KTEC), two public/private partnerships focused on economic development. He also served as the first chairman of the Kansas Children’s Cabinet.

Prior to being elected as Lt. Governor, John was employed by the Cessna Aircraft Company, which he joined in 1982 as Senior Vice President of Human Resources. In 1999, he was named one of two Executive Vice Presidents of the company. He retired from Cessna in July of 2002 in order to run for office.

Several of his former responsibilities at Cessna are relevant to the challenges he faced as Secretary of Commerce and is facing as Lieutenant Governor. These include determining where Cessna would expand its operations, overseeing benefit plans including health care and serving on the management committee which sought continuous improvement in all areas.

In addition to his responsibilities as Lieutenant Governor, Moore recently served as Chairman of the Governor’s Strategic Military Planning Commission. The Commission was created to preserve and grow the military presence in Kansas during the 2005 Base Realignment and Closure (BRAC) process. Kansas was one of the biggest gainers in that process and will add 13,000 troops and related civilian jobs in the state. Along with Governor Sebelius, Lt. Governor Moore also championed the establishment of the Kansas Military Bill of Rights.

He currenlty serves as Chairman of the Governor's Military Council. He also serves as Chairman of the Governor's Health Care Cost Containment Commission. This commission which includes leaders from the health care field and private sector focuses upon reducing the cost of health care administration in Kansas.

While with Cessna, Moore was active in philanthropic and civic activities in the Wichita area. He is a founder and former President of the Kansas Foodbank Warehouse. He was also a founder and the first chairman of the Greater Wichita Area Sports Commission. He was the General Campaign Chairman for the United Way of the Plains in 1998. He also served as a board member and President of the Wichita Children’s Home.

John was born in Charleston, West Virginia and received his undergraduate degree from Washington and Lee University in Lexington, Virginia in 1965. He received his juris doctorate degree from the University of Kentucky’s College of Law in 1968. In 1966, he married Marty Spangenberg. They have two children, Clay Moore of Shawnee and Stacia Wohlford of Lawrence and five grandchildren.
