Senator Tom Morahan (Republican/Conservative/Independence/Working Families - New City) is currently serving his third term representing the citizens of Rockland and Orange counties. Senator Morahan was first chosen to represent the 38th District in a special election in May 1999, and the people reelected him in November 2000 and November 2002.

Since taking office, Senator Morahan has been working hard for the betterment of Rockland and Orange county residents. Senator Morahan represents the five Rockland County towns of Clarkstown, Haverstraw, Orangetown, Ramapo and Stony Point and the Orange County towns of Tuxedo and Warwick.

Senator Morahan works to improve the educational opportunities for our children, ensure that every New Yorker has access to quality affordable health care, protect our environment, reduce taxes, keep criminals off our streets and make government more efficient and responsive.

Among his many accomplishments, Senator Morahan has successfully fought to bring back a good deal of state aid to district towns and villages to help with such projects as downtown revitalization, infrastructure repairs, school programs and public safety enhancements.

In Albany, Senator Morahan serves as chairman of the Committee on Elections and serves on the Agriculture, Children and Families, Education, Mental Health and Developmental Disabilities and Banks Committee. He is also a member of the Veterans, Homeland Security and Military Affairs Committee.

Senator Morahan's legislative efforts have been described as "prolific."

A major priority of Senator Morahan and the Senate Majority was to help New York State's senior citizens cope with the high cost of prescription drugs through a program called EPIC+. Under Senator Morahan's EPIC+ plan, income-eligibility levels rise substantially above the existing program to include moderate, as well as low-income seniors.

Another major piece of Senator Morahan's legislation was the Veterans' Buyback Bill. This new law, which Governor Pataki signed, lets state or local government employees "buy back" up to three years of military service to add to their retirement plans.

Senator Morahan also was the prime sponsor of a nationally acclaimed program that affects communities throughout New York State -- Project SAVE, or the Safe Schools Against Violence in Education Act. Senator Morahan worked on Project SAVE with Lt. Governor Mary O. Donohue, who joined him at Warwick Middle School and Suffern High School to discuss school safety with students from throughout Orange and Rockland counties. Lt. Governor Donohue also met at Clarkstown South High with Senator Morahan and educators from throughout the Lower Hudson Valley to discuss the plan once it went into effect.

Senator Morahan has also sponsored various legislative initiatives to help at home, such as bills to help with downtown revitalization efforts in Haverstraw and Spring Valley and to assist fire departments in recruiting volunteers.

Energy: The Senate began phasing out the Gross Receipts Tax (GRT) on electric generation and instituted a 20-percent GRT rate reduction on residential and commercial rates for electricity and gas transmission and distribution. Senator Morahan believes that people still pay too much for heating oil, electricity, gasoline and natural gas, and reduction of those costs will continue to be a top priority.

Education: Senator Morahan continues his commitment to making New York's educational system one of the very best in the nation, by ensuring that it has all the needed funds, resources and support. In recognition of Senator Morahan?s advocacy for education he was awarded an Honorary Doctor of Laws Degree from St. Thomas Aquinas College, as well as the Medal of Excellence from Dominican College.

Health care: Senator Morahan will continues to work to ensure that New York's health care remains at its world-class level while making it more accessible. Giving people more choice and monitoring HMOs are imperative toward that end. The Senator has also been widely recognized as an advocate for mental health and those with special needs. In recognition of his work, Senator Morahan was awarded the Joseph R. Bernstein Memorial Award by the Rockland County Mental Health Association.

Tax cuts: Senator Morahan believes that businesses and homeowners are over burdened by excessive property taxes, and he will work for a full battery of tax cuts.

Senator Morahan has also passed important home-rule legislation authorizing the design, construction and operation of a much needed wastewater treatment plant in Rockland County.
As a result of his positive voting record in support for the farm community, Senator Morahan was honored with the Farm Bureau's "Circle of Friends" award. This award is given on behalf of 32,000 member families.

Senator Morahan worked on an important safety initiative to improve the safety standards for all children being transported by school bus in New York State. His school bus safety bill that was signed into law has been praised by public and private schools, as well as school bus companies.
In order to clean up pollution in New York State and promote economic development Senator Morahan sponsored legislation, which passed both the Senate and Assembly, to refinance the Superfund as well as create a new Brownfields Program.

Senator Morahan also sponsored a law that will help volunteer firefighters across New York State obtain much needed safety equipment. The new law allows fire departments and districts that donate surplus equipment to rural or needy volunteer fire companies. To help fire and ambulance corps recruit volunteers, Senator Morahan sponsored the Volunteer Recruitment Scholarship Program which helps volunteers with tuition cost. The Senator sponsored the truss construction law to help protect firefighters.

Senator Morahan's priorities extend beyond legislation. He spends a good deal of time in communities of Rockland and Orange County, listening to people's concerns and address these issues to improve the quality of life for all New Yorkers.

Senator Morahan began his government service as a member of the Clarkstown Zoning Board of Appeals, and he won his first elected office in 1977, as a Rockland County Legislator. In 1980, he was elected to the New York State Assembly.

In 1984, Senator Morahan returned to the Rockland County Legislature, where he served with distinction. In 1996, he was elected unanimously to serve as Legislature chairman. One newspaper declared him the most effective chairman in the Legislature's 30-year history.

Senator Morahan prides himself on being a commonsense legislator who knows how to get things done for his constituents. His door is always open, and he listens to and acts on behalf of the people he represents.
