Practiced law in Elkton, 1825-66; taught law privately. Served in U.S. Army; achieved the rank of colonel. Member, Maryland Senate, Eastern Shore, 1832-36. Appointed secretary of state by Governor Thomas W. Veazey, March, 1838 and approved by the Maryland senate. Groome either declined to accept the appointment or resigned in early April, 1838; John H. Culbreth was appointed to the office of secretary of state on April 3, 1838. Gubernatorial candidate defeated by Thomas Holliday Hicks in 1857. One of five vice presidents of the Maryland State Conference Convention of February, 1861 that met in order to discuss ways to keep Maryland in the Union.
