U.S. Military Academy 1832-1836; served in the war with the Creek and Seminole Indians 1836-1838. Rose to level of Second Lieutenant in the Fourth Artillery. Worked with the resettlement of Cherokee Indians to the west, then called back to Florida to fight the Creek Indians again.

In 1839, Phelps was sent to forts in the Detroit area.

Served in the Mexican-American War, including the battles of Monterey, Vera Cruz, and the occupation of Mexico City.

Served on a congressional commission to write a guidebook on siege, garrisons, and seacoast and mountain artillary.

Performed eight years of military activity in the wilds of Texas against vigilantes. Served in the 1857-1859 military campaign in Utah.

Phelps resigned his military commission in 11/1859 and settled at Brattleborough VT.

Organized the First Vermont Volunteer Regiment at Brattleborough on 5/2/1861 and became Colonel. Served in Newport News VA in 1861, Ship Island MS in 1862, took Forts Jackson and St. Philip in 1862 and was among the earliest Union forces to enter New Orleans.

While in New Orleans, Phelps organized a regiment of Negro troops, for which activity the Confederate government declared him an outlaw. When the Department of War stated that Phelps had exceeded his authority in forming this regiment, he resigned his commission on 8/21/1862.

Returned to Brattleborough VT.
