Manager of an office appliance company, later became a sales executive with the Burroughs Adding Machine Company.
Detriot city planner, 1933-1935. In 1933, Burroughs agreed to "lend" Cobo to the city to help it find ways to sort out its finances. The city was near bankruptcy at the time and paying city employees with IOUs. Cobo developed an emergency tax payment plan designed to help people keep their houses.
Detroit Treasurer 1935-1949.
Mayor of Detriot 1949-1957 (died in office). Cobo approached his duties as a businessman in office rather than from a political perspective. He helped design the expressway system and paid for it using bond financing, an innovative approach at the time which cut in half the time it took to build roadways under the older "pay as you go" financing. Cobo also worked to redevelop the civic center with a $112 million project.
Candidate for Governor (R-MI) 1956. Michigan Republican leaders asked Cobo to run against Gov. G. Mennen Williams. Although Cobo had not participated in partisan campaigning prior to this time, he agreed to run. In his campaign, Cobo emphasized his philosophy of government: "lay out an orderly, specific program and then proceed to carry it out."
Early in 1957, Cobo announced that he would retire as Mayor at the end of his term, scheduled for 12/31/1957. He died (before his term ended) on 9/12/1957 of a heart attack in Henry Ford Hospital. The Cobo Center in downtown Detroit his named after him.
