Info | Charles Foster was nominated by President Benjamin Harrison to be the 40th Secretary of the Treasury. He served from February 25, 1891 until March 3, 1893.
President Harrison appointed Charles Foster as Secretary of the Treasury upon the death of Secretary of the Treasury William Windom in 1891. Foster entered the cabinet with a remarkable record as a successful businessman, legislator, and public official. Foster, at the age of 14, withdrew from Norwalk Academy unable to continue his academic studies due to the protracted illness of his father. He assumed control of his father's business, displaying great ability. When he reached the age of 18, his father took him into partnership, and together they built the largest country business in the state of Ohio. In addition, Foster accumulated a large fortune in the banking and railroad business.
Foster, active in politics as a Republican, was elected to Congress and served four terms from 1871 until 1879. He then served two terms as Governor of Ohio from 1880 until 1884. During his two years as Secretary of the Treasury, he continued the policies of his predecessors, favoring continuation of the Sherman Silver Act of 1890 for the purchase of silver and opposing a return to domestic bimetallism. When President Harrison's term ended, Foster resumed his private life in Fostoria as a businessman.
Charles Foster was born on April 12, 1828, in Seneca County, Ohio, in what is now Fosteria, which was named for his father. In 1853, he married Ann M. Olmstead, daughter of Judge Jesse Olmstead, and they had two daughters. Charles Foster died on January 9, 1904, in Springfield, Ohio.
