InfoSteve Baril comes from a modest background. He was born and raised in Chesterfield County. His father passed away when he was young, and he was raised by his mother, a secretary for an electrical contractor, and his step-father, a Chesterfield County police officer for 35 years. A product of Chesterfield County’s public schools, Steve graduated from Meadowbrook High School in 1973.

Steve was the first member of his family to go to college, attending Hampden-Sydney College where he excelled academically and athletically. Steve earned an academic scholarship while participating as an all-conference football player and tri-captain of his team. In 1977, Steve graduated from Hampden-Sydney summa cum laude (6th in his class) and was a member of Phi Beta Kappa. He went on to law school at the University of Richmond where he wrote for the Law Review and again graduated in the top of his class in 1980.

Following law school, Steve served as a law clerk for the late U.S. District Court Judge Dortch Warriner (a Nixon appointee), who had been active in Republican politics in southside Virginia in the formative years of the Party.

Judge Warriner encouraged Steve to become active in Republican politics. In 1981, he attended his first meeting of the Chesterfield County Republican Committee. For more than 17 years, Steve worked on numerous campaigns and led fundraising efforts to support the Party’s candidates, serving as finance chairman from 1995-98. In 1998, Steve joined the Republican Committee of the City of Richmond.

Steve also worked on many statewide and national campaigns. As a result, in 1998 Governor Gilmore appointed Steve to the Virginia Criminal Justice Services Board, where he helped oversee funding for local and state law enforcement agencies until 2002. In 2001, Senators Warner and Allen nominated Steve as a finalist to President Bush for U.S. Attorney for the Eastern District of Virginia, which speaks volumes about his legal qualifications to serve as Attorney General.

Steve has also been active in his community. He organized the 288 Freeway Committee, a coalition of business, civic and political leaders that convinced Governor Allen to fund Route 288 as an economic development project after the road had languished at VDOT for 25 years. Steve also served on the boards and executive committees of the Greater Richmond YMCA and the Greater Richmond Chamber of Commerce. He also served as chairman of the John Tyler Community College Foundation Board and has been a longstanding member of the South Richmond Rotary Club.

Steve has practiced law with the law firm of Williams Mullen
( www.williamsmullen.com ) since his federal clerkship in 1981. His law practice is devoted primarily to business and commercial litigation, although his wide ranging practice has included criminal cases, domestic disputes and everything from boundary disputes to will contests. Steve holds Martindale-Hubbell’s highest rating for an attorney. He was recognized again in 2003 as one of Virginia’s “Legal Elite” in civil litigation by Virginia Business magazine. Steve served as president of the Chesterfield-Colonial Heights Bar Association and is currently president-elect of the Richmond Bar Association. He also serves on Bar Council of the Virginia State Bar, which regulates the practice of law in Virginia, and as chairman of the standing committee regulating lawyer advertising.

Steve is married to the former Mary Dalton, daughter of the late Governor John Dalton. They live in Richmond with their three children, Elizabeth, Sydney and Dalton. They are active at First Presbyterian Church in Richmond where they teach Sunday School and Mary is an Elder.
