InfoCharles J. Fogarty was elected to the Office of Lieutenant Governor in 1998 and re-elected in 2002. Prior to taking office on January 5, 1999, he served for eight years as State Senator representing the 27th District, serving as Majority Whip and Senate President Pro Tempore.

During his tenure, Mr. Fogarty has redefined the Office of Lieutenant Governor, turning it into an active, policy-driven office dedicated to finding real solutions to issues important to all Rhode Islanders.

Under state law, Lieutenant Governor Fogarty is responsible for overseeing a number of policy areas in state government through councils and committees which he chairs, including the Long-Term-Care Coordinating Council, Small Business Advocacy Council, Rhode Island Emergency Management Advisory Council and the Intergovernmental Relations Council. He is also Vice Co-Chair of the Governor?s Advisory Council on Health and a founding member of the National Legislative Association for Prescription Drug Pricing. He is the immediate past Chairman of the National Association of Lieutenant Governors and a member of the Executive Committee of the Council of State Governments.

The author of the landmark Health Quality Performance Measurement and Reporting Law that releases public reports on health care providers, Mr. Fogarty is a recognized leader in the state in the area of health care policy. He led the fight to restrict money from the tobacco settlement to health care initiatives and tobacco control efforts, revamped the state's mental health parity law, created the Nurse Reward Tuition Program and dramatically expanded the state's prescription drug program (RIPAE) for seniors and those with disabilities. He has also tightened regulations in assisted living facilities and increased inspections at nursing homes.

Mr. Fogarty recently unveiled a comprehensive health care reform program that addresses quality, accessibility, affordability and accountability. The multi-point report is currently under review within the state and has the support of a wide variety of health care professionals.

A noted reformer, Mr. Fogarty has over the years introduced and championed numerous pieces of government ethics and fiscal reform legislation, including a ban on personal credit cards, state pension reform and increased monitoring of quasi-public agencies.

The Lieutenant Governor has also put in place a number of anti-crime initiatives. Through his ongoing gunlock program, he has distributed more than 20,000 free gunlocks to firearms owners in Rhode Island. He also put in place the Amber Alert Program which notifies citizens that a child has been kidnapped.

As head of the state Emergency Management Council, Mr. Fogarty has made it a priority to ensure Rhode Island is prepared. Under his leadership, Rhode Island was one of only four states in the country to be approved for a federal bio-terrorism grant just months before 9-11. EMA has also bolstered its operations and undertaken numerous training initiatives.
In 2002, after five years of pushing for passage, Mr. Fogarty secured creation of the first-ever permanent fund for habitat restoration to help save Narragansett Bay. In 1998, Fogarty was honored by Save the Bay for authoring what is recognized nationally as the toughest oil spill prevention legislation in the country. He is the only public official to have ever been honored by this organization.

Mr. Fogarty graduated from Providence College and earned his MPA degree from the University of Rhode Island. He is a lifelong resident of Glocester, Rhode Island.
