Political Experience
Jim served on the staff of the Committee on House Administration for the Office of Management Services, which advises the U.S. House of Representatives. . He was a management advisor to both Democrats and Republicans, showing
representatives how they could improve their operations and overall performance.

One of Jim's jobs was to evaluate the operations of Florida's most revered Congressman, "Senator" Claude Pepper. Jim recommended dramatic changes to the "Senator" on the management of his office, staff and committees.
"Senator" Pepper implemented each recommendation and achieved the efficiency and performance goals that Jim helped him set. The two became friends and Jim always considered the "Senator" a model Congressman.

Jim has served on several State Commissions, including the Small Business Financing Authority, which approved loans for small business expansion and the International Trade Commission, which developed plans to expand
international trade in Virginia. He was also a member of the Regional Planning Advisory, which analyzed the transportation needs of the Washington DC region.

As a member of the Schools Budget Advisory Committee, he reviewed a $1.3
billion budget and set priorities on spending allotments for a district of
several hundred thousand students outside Washington DC.

As National President of the Organization of Chinese Americans (an association for Americans of Chinese descent), he worked with both Democrats and Republicans to achieve bi-partisan Congressional support for legislation
that had direct impact on the welfare of all Americans. Early in his career, Jim built coalitions with strong support from Democratic and Republican leaders, which successfully eliminated business advertisements that promoted
drug abuse.

Business and Professional Background

Jim has been a Strategic Planner for over 25 years. His "5-Star Strategic Planning Workshop" develops strategies for organizations and investors to streamline and strengthen their business. By envisioning the future and
setting achievable goals, Jim helps his clients plan and reach their goals of efficiency and financial independence.

He built his own successful independent investment advisory and financial planning business from the ground up. He consults small and medium size businesses on venture capital, strategic planning, corporate finance and
mergers/acquisitions.

In addition to these accomplishments, Jim has been an international banking officer as part of a loan and management development program at a major international bank. Previously he has also been an assistant professor who
taught management courses and an assistant to a college dean in charge of the evening program at a community college.

General Background

Jim came to America as an 8-year old refugee whose family escaped Communist China. Both of his parents fought alongside American volunteers against the Japanese occupation of China during World War II and later against the
Communist Revolution.

In 1955, Jim's parents gave up everything, including their jobs as a judge and a high school principal, to seek freedom in America. They settled in New York City with the desire that their only child achieve the American Dream.

Education

Jim holds a law degree from George Mason University and passed the Virginia Bar in 1984. He also has a MA in Urban Studies from Occidental College and a Bachelor of Science in Business from New York University. As a freshman, he
was enrolled in the ARMY ROTC program and was named Cadet of the Year in 1967.

A graduate of Brooklyn Technical High School, he focused on aeronautical engineering. At 14, Jim joined the Civil Air Patrol (the Auxiliary of the U.S. Air Force). Three years later, he was Manhattan's Cadet Squadron Commander. He achieved numerous recognitions and awards from the Civil Air Patrol, which would have entitled him to enter the Air Force as an Airman 1st class.

Community Service

Recently, Jim has worked with the United Way of Indian River and with the Community Church of Vero Beach on their Retirees Ministry Council.

Previously, he has served as a Trustee of George Mason University as well as on the Boards of Directors of several community groups, including the Volunteer Center which directs and recruits volunteers for non-profit agencies, the United Way, and the Boy Scouts of America.

As a member of the United Church of Christ for 20+ years, he has served on many committees including the Senior Minister Selection Committee.

Throughout his career, Jim has provided free seminars and consultation on Strategic Planning to non-profit community groups to strengthen their organizations.

Family & Hobbies

Jim is 55 and a proud grandfather. He and his wife of 23 years, Yvonne, came to Sebastian to live near her parents in Indian River County.

Yvonne, a graduate of Boston College and Wellesley, is a training manager for the American Red Cross. Their daughter, Kim (who has degrees from Harvard and the University of Virginia), is currently a full-time mother to
toddler Kaiya, with her husband John, who is an attorney.

Jim is an avid fisherman (mostly catch-and-release) and a very poor golfer.
