| Info | As a Certified Public Account (CPA) from a working-class family, Duffy Blackburn came into office as the Will County Auditor with the mindset that government should work as efficiently and smartly as possible while meeting the needs of its residents. And, that’s exactly what he’s done since being elected in 2008.
In his first term, Duffy reduced his office operating costs by almost 40%. He believes government should work for the people its serving. That’s why he initiated cost saving measures and made substantial changes to ensure his office was running a lean but smart operation. And, he made sure that the cuts started with him: he gave back the county vehicle used by his predecessor and even started managing his own schedule.
His work was recognized in 2011 when he was named Illinois County Auditor of the Year. He also has been recognized with national and state awards for being 1 of only 17 counties in the nation to have an A+ grade for transparency the fifth most open and transparent government in the State of Illinois by the Illinois Policy Institute and consecutive Sunny Awards.
Prior to being elected Auditor, Duffy served as an auditor at the Joliet accounting firm of Wermer, Rogers, Doran, and Ruzon where he performed government audits.
Duffy was born and raised in Joliet. He grew up being taught from his parents the value of service to others. His mother, Dr. Georgeen Polyak, was a social worker who went back to school to get a Ph.D. and eventually worked for the Village of Oak Park as the Public Health Director. After experiencing a horrific workplace accident, Duffy’s father, Bob Blackburn, went on not only to rehabilitate himself, but helped to place other people recovering from disabling injuries back in the workplace. Bob Blackburn was able to work himself all the way back and began his own small business that he still runs today – and even hired people recovering from disabilities themselves to work at his business. These experiences taught Duffy resilience in the face of challenges and compassion for his neighbors.
Duffy is a Certified Public Accountant and Certified Fraud Examiner. He earned a B.A. in Economics from the University of Iowa. He earned his M.B.A. and a Master’s of Accounting and Financial Management from the Keller Graduate School and a Certificate in Senior Executives in State and Local Government from the John F. Kennedy School of Government at Harvard University.
Duffy was appointed by the Illinois CPA Society to the Government Executive Committee, which is a senior technical committee on governmental accounting and auditing. He is also a member of the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), Illinois Government Finance Officers Association (GFOA) and the Association of Certified Fraud Examiners (ACFE).
Duffy currently resides in Joliet with his wife Rachel and their 4 year-old son Jack. In his free time, Duffy also devotes time volunteering with local non-profits to help them build a solid financial plan and accounting program.
