InfoJim was born and raised in Rockford. He attended Rockford Public Schools and is an East High Alumni. Jim’s wife is Gail Hughes, formerly of Beloit, Wi. They have five sons and nine grandchildren ranging in age from one to 19 years of age. Jim and his wife are members and serve at Heartland Community Church.

Jim worked at Barber Coleman as a machinist and Kelsey Hayes (Gunite), for eleven years, in Quality Control. While working at Gunlte he served in a number of leadership roles for the UAW Local 718. Jim also has been a small business owner, starting with his own grocery store on Broadway and including Hughes Pub & Restaurant and Hughes Deli.

Jim’s political career began as a City of Rockford Council member. He was elected Alderman of the 6 Ward. While on the city council he served in various leadership capacities, including Chairman of the Legislative Committee and Chairman of Public Access and Cable Television. Jim established the ordinance to create the Rockford Historical Preservation Commission. Jim was elected to the Winnebago County Board, for District 11, in 1982. He served in that capacity until 1992. In 2000 he ran and was elected to the county board for District 11. Jim served in that capacity until 2005, at which time he was appointed to his current position with Winnebago County as Director of Development Services.

While serving on the Winnebago County Board, he was on the Financial Committee and vice chairman of the Zoning Committee, Winnebago County Board of Health, AIDS Advisory Committee. He served on the River Bluff Nursing Home Committee and was Democratic Minority Leader.
